What is Open source really? Running the election logic (software) on open source software, such as, FreeBSD or Linux will not by any stretch improve access to the software (as many would like to believe) nor would it improve the security of the 'election'. I am not arguing for proprietary software, no far from it, but I am not rooting for open source either. I believe the real issue with software based voting system is the architecture of the election system itself!
If we design an electronic Voting System based on verifiable security architecture, taking cognizance of all components that make up an Election System from an Enterprise perspective, it will be easier for all parties to say with some level of 'real' confidence that the elections achieve their goals.
I believe the key to secure electronic voting system (here security imply that the election is free, fair and accessible) is the development of an architectural framework (preferably open) . Such a framework will incorporate measurability and enable independent certification based on the ability of all components contributing to the system.
That solution does not exist today, but it should be the focus of our mental energy and not debates over open or close source software
